First Environment developed an integrated quality, environmental, health, and safety management system standard for the scrap processing and recycling industry. The new standard, RIOS—or Recycling Industry Operating Standard—was authored on behalf of the Institute of Scrap Recycling Industries (ISRI) and based on ISO 14001, ISO 9001, OHSAS 18001 standards. It is intended to provide the scrap processing and recycling industry with a framework within which they can manage and improve the quality, environmental, health and safety performance of their businesses. RIOS was formally adopted by ISRI and the American National Standards Institute National Accreditation Board (ANAB) oversees third party registrars.
RIOS Implementation Guide and Tools
To support the design and implementation of a system that conforms to RIOS, First Environment developed the RIOS Implementation Guide. The guide serves as a user-friendly manual providing hints, tips, and steps to follow to create a system that conforms to RIOS. It includes management system tools, tables, and templates. In addition, First Environment developed specific content to address environmental regulatory requirements and health and safety requirements for bloodborne pathogens, fire prevention emergency action, hearing conservation, control of hazardous energy, personal protective equipment, respiratory protection, and confined space programs. All of the material included in the guide was developed based on First Environment’s regulatory expertise and years of management system design and implementation experience.
Pilot Facility Support
During the development of the standard and the guide, First Environment worked with three pilot facilities. Implementation support included site visits, training, facilitation and procedure and document review. One of those facilities was the first to achieve certification to RIOS.
In addition to the awareness training that First Environment provided at ISRI Industry events throughout the development of the standard and the Implementation Guide, First Environment developed a multi-day internal systems auditing training course, which is available to RIOS members electronically. First Environment also developed and provided two three-day implementation training courses (train-the-trainer) to representatives from RIOS member companies.
First Environment continued working with ISRI to develop its Responsible Recycling Practices (R2), which addressed concerns regarding electronics recycling with regard to the hazardous and toxic materials used in electronics and data destruction.
