Divina (Bang) Chingcuanco
Chief of Party for USAID B-LEADERS
Divina is an international energy expert with more than 30 years of experience in energy regulation, power sector reform, energy efficiency, climate change and renewable energy development. She has provided technical advice to the U.S. Agency for International Development (USAID), U.S. Department of Energy, and energy regulators across Asia. As Country Director for the USAID-funded Sustainable Energy Development Program in the Philippines, she successfully promoted and implemented the sustainable development of alternative fuels and renewable energy, as well as regulatory reforms such as the Biofuels Act. She has also supported power sector initiatives in Azerbaijan, India, Kyrgyzstan, Mongolia, and Pakistan. Currently, Divina serves as the Chief of Party for USAID’s Building Low Emissions Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) contract in the Philippines. She led the development of several greenhouse gas emission reduction scenarios that became important inputs to the Philippines Intended Nationally Determined Contributions (INDC). She also participated in the Climate Change Commission (CCC) presentation to Philippine President NoyNoy Aquino and served as the INDC consultant for the government.
